Most homes use a low concrete wall with a steel fence on top and a gate between pillars. A fence up to 1.80 m needs only an accessory permit (PD 1096 IRR, Sec. 301). Height, permit and rust
Up to 1.80 m, a fence needs an accessory permit; a taller fence is an accessory building (Group J) and needs a building permit (PD 1096 IRR, Sec. 301 and 701; full text). A swing gate on the street opens into your yard (Sec. 1007).
Near the sea, steel rusts faster: ISO 9223 puts sites within one kilometre of the ocean in corrosion class C4 and those within a few hundred metres in C5 (HDGASA, based on ISO 9223). In Moalboal, Badian or Alcantara, ask for primer and top coat, or galvanized steel.

How high can a fence be without a building permit?
Up to 1.80 m needs only an accessory permit (PD 1096 IRR, Sec. 301). Higher fences need a building permit.
Should the gate and fence have the same design?
Usually yes — the same infill and colour make the front of the house look like one piece.
Which fence design gives the most privacy?
Horizontal slats close together or steel sheet. Bars keep the view open.
How heavy is a steel fence?
About 14 kg per metre for a 1.2 m fence with 12 mm square bars and tube rails (arithmetic example above).
